    Topic: the book is discussing the constituently of the emergency system. The book sees that there should be a logic way to define the legal condition of the emergency law, and the international community interest of the issue.
    In the first part the book deals with the historical development of the emergency system in Egypt and the principles that it is based on. The second part of the book is dealing with the shortness of the emergency law articles.
    The third part is criticizing the order number 1/1996.
